PROFESSIONAL HIGHLIGHTS

Authored paper titled “Selecting the Most Efficient Reed-Solomon Codes to Eliminate Jamming” for the Joint Electronic Warfare Conference 30 April – 3 May 2001 in Monterey, California.

Co-authored and presented a paper titled “Selection of the Most “Efficient” Shortened Reed- Solomon Code from a Neural Network Database” at the IEEE Vehicular Technology Conference 24-28 September 2000 in Boston, Massachusetts.

Co-authored and presented a paper titled “Selection of the Most Efficient Reed-Solomon Codes for a Specific Application Using Neural Network” at the IEEE International Conference on Communications 6-10 June 1999 in Vancouver, British Columbia, Canada.

I performed researched in Neural Networks (NN) and Reed-Solomon codes for the Receiver and Processing Concept Evaluation (RAPCEVAL) program.

EXPERIENCE

L-3 Communications, C2S2, Lexington Park, MD (Oct 2010- Present)
Principal Systems Engineer – Special Missions Branch

Primary responsibility includes developing roadmaps for all of the Naval Aviation Enterprise (NAE) Science and Technology Objectives (STO). The NAE has identified 34 STO which align to Sea Power 21 pillars and support capability gaps for USN/USMC. STO were developed from the Naval S&T Strategic Plan which serves three principal goals: (1) Aligns Naval S&T with Naval mission and future capability needs; (2) Balances and manages the S&T portfolio, and (3) Communicates the S&T vision and approach to senior decision-makers, key stakeholders, S&T partners, customers, and performers. Roadmaps identify critical capability gaps for each of the S&T objectives, decompose capabilities needs into technology investment areas, identify and mapped current workload/projects, and identify where future work may be required to achieve required capability. This effort will ensure the continued technological superiority advantage of our Naval forces and the proper investments in science and technology so Sailor or Marine will find themselves in a dominant position in any battle space against all threats.


NAVAIR, Research and Engineering Group, Patuxent River, MD (Aug 2002- Oct 2010)
Systems Engineer – Crewstation Electro-Optics Branch

As the project lead for Helmet Mounted Display System (HMDS), Standby Flight Display (SFD), Multi Function Display System (MFDS), and the Panoramic Cockpit Display (PCD) for F-35 platform, I managed the day-to-day programmatic and technical issues and events for F-35 during the development and testing of the various products. Developed and tracked major milestones showing major hardware delivery and test dates for each of the HMD programs. Communicated frequently with other teams who have dependencies on the development and testing of hardware and software. Tracked programmatic and technical progress toward meeting program requirements and alert appropriate management and team members of system deficiencies.

As the Human Systems Integration (HSI) lead for Small Tactical Unmanned Aircraft System (STUAS), I was responsible to for requirements generation for the SOW, SOO, system specification, and performance based specification to support development, testing, and verification. Communicated programmatic and acquisition strategy to team member and manage and assign team members tasks.

As the Integration Engineer for Cockpit Displays and Avionics, I developed and tracked hardware and software integration issues for all F-35 displays. Communicated with other teams to identify integration issues with their products and resolve and mitigate issues.

Provided technical expertise and acquisition strategy during the development, integration, and testing of Joint Helmet Mounted Cueing System (JHMCS) for the F/A-18 A/B/C/D/E/F and FMS customers.

Provided technical or business judgments and provide advice on the resolution of technical, schedule, performance, or budgetary problems for the JHMCS RDT&E efforts for the F/A-18 crew station/cockpit.

ARINC, INC, California, MD (June 2001 – Aug 2002)
Principal Engineer – Systems and Technology Division:

Provided technical/project leadership; solved difficult and unique technical, operations, mission and analytical problems, and lead development of technical products for the JHMCS research development, test, evaluation, integration and installation into the F/A-18 cockpit/crew station.

Research and Engineering Group, Patuxent River, MD (May 2000- June 2001)
Software Reliability Engineer – TACAIR Reliability & Maintainability Branch

Lead engineer for reliability of software, diagnostics, and prognostic health management on the JSF aircraft. Determined the reliability, maintainability, and testability design parameters, availability, readiness, maintenance concepts and determine service acceptability and contract/specification compliance for experimental, developmental, and production electronics warfare aircraft weapon systems.

Other responsibilities included developing models and simulations to determine the reliability of mission systems hardware and aircraft software/diagnostics/prognostics.

Air Force Logistics Command, Robins AFB, GA (May 1995 – May 2000)
Software Systems Engineer – Space and Special Systems Directorate:

Lead engineer for integrating COTS hardware lab to provide voice communication via telephone and SATCOM and provided data communication (TADIL-J/Link-16) for Joint Systems Training Exercise (JSTE).

Software and Maintenance Support IPT Lead for the Link-16 upgrade programs. Ensured the S/W requirements were developed and maintained to a CMM Level 3 and translated into the operational design.

System engineering support duties during program development in the areas of preliminary and critical design reviews, test readiness reviews, formal qualification testing, and audits of the functional and physical configuration for Joint Surveillance Target and Radar System.

Translated requirements into software design, developed code, and performed software testing for Annual Release (AR3) block cycle update.
