XL INSURANCE, a Unit of XL Capital, Exton, PA June 1992-2014

Senior Associate

Conducted engineering studies, environmental analysis, compliance assessment, technical contractor management, risk analysis, system failure analysis and simulation of: losses, failures, performance of systems.
• Development of Engineering Analysis and Review Procedures – Developed engineering review procedures for Catastrophic Loss Modeling, Environmental Remediation Projects, Pipeline Failures, Underground Storage Tank Leak Performance Over Time, Cost of Performance of Remediation Systems, Remediation Cost Estimates, and similar systems. These procedures were used by internal staff to perform risk assessment of various entities.
• Management of Engineering Contractors – Managed external engineering contractors including: coordination with underwriters and other stakeholders, development of statements of work, contractor selection, contractor management, monitoring of cost and schedule, and quality assurance oversight. These activities enabled use of external contractors to be performed in a cost effective manner while meeting schedules.
• Development of Failure Models and Cost of Failure Models – Developed conceptual and statistical models predicting failures of: petroleum and hazardous liquid pipelines, launch vehicles (Delta IV EELV and Falcon 9 launch vehicles), underground storage tank systems, and also associated cost of failure models with various industrial facilities including: oil refineries, tank farms, and aerospace facilities. Models were developed using computer simulation and data analysis. Performed statistical analysis of claims and/or loss data using Monte Carlo simulation to estimate future loss exposures. Specific technical areas modeled included aerospace systems risk, unexploded ordnance (UXO), environmental remediation systems, and chemical systems. This modeling was used for go/no decisions and setting insurance limits.
• Technical Training – Developed and presented technical training to internal engineers, loss control personnel, managers, and underwriters. Recent training topics included Cyber Issues, Unexploded Ordnance, MTBE, Radiation, and Emergent Chemicals. Trained and coached personnel to understand and evaluate these new risk areas.
• Development of Internal Technical White Papers – Wrote technical papers and developed Power Point Presentations to support internal education and decision making. Topics included: Perfluorooctanaic Acid, Emergent Chemicals, Perchlorate, Marine Terminals, Low Level Radioactive Waste, Cyber Security and Cyber Risk, Pipelines, Underground Storage Tanks, Remedial System Failures, and Remedial System Costs. These materials were used in internal training/decision making and in outward facing issue papers.

PRIOR RELEVANT EXPERIENCE

BF GOODRICH AEROSPACE DISPLAY SYSTEMS INCORPORATED, Hatfield, PA

Manager-Facilities, Safety, Industrial and Environmental Engineering

Managed all Industrial Engineering, Facility Engineering, Environmental Engineering, and health and safety compliance issues at an aerospace electromechanical production facility.
• Designed, selected components and vendors, and oversaw installation of production, environmental control, and remediation systems. Managed the development of a new avionics production line. This allowed the facility to increase production and improve quality of products.
• Performed construction oversight and project management on a wide variety of facility improvement. Upgraded site’s air pollution control systems. Managed overhaul of plant HVAC systems. Installed new clean room capability. These projects were key to improving quality of avionics produced.
• Oversaw the removal of underground storage tanks and coordinated regulatory interface. Obtained NFA from state for site’s former underground storage tanks.
• Developed air permit applications, monitored remedial projects, and coordinated maintenance, and industrial engineering schedules.
• Oversaw a 15-person production department for a nine-month period. During this time, department capacity improved by 40 percent; unit production time fell by 70 percent; and quality defects declined 30 percent.
• Developed production processes and ensured compliance with MILSPEC and customer quality requirements. Developed and implemented new soldering training procedures. This improved product quality and reduced re-work time.
• Developed methods of safety improvements in plate glass handling, acid handling, and hazardous waste storage and record keeping. Coached employees in new methods and audited results. This reduced accident rate and raw material waste.
