Mr. Melendez has been in the construction industry for over 18 years. In the capacity of Senior Construction Inspector, Mr. Melendez has inspected the means and methods of many construction companys, and has accurately maintained materials, scheduling and manpower assurance on behalf of many government, State, County, and Commercial Clients. Mr. Melendez currently serves as a Technical Assistance Advisor for the Virginia Department of Transportation's Civil Rights Department, on the Virginia MegaProjects, a multi-Billion Dollar Project, that calls to rehabilitate and or construct over 29 Bridges and Roadways, to include the adding of several new Toll Lanes and Express Lanes. Mr.Melendez serves in the role of Technical Assistance Advisor for over 60- DBE and SWAM certified companies on the Virginia Megaprojects, in VDOT's Civil Rights Section. Mr. Melendez monitored and inspected numerous aspects of the work that was being done on the megaprojects, to include compliance with the Virginia Department of Transportation's Safety Plan, MOT Plans, Lane closures, Light Pole Foundations, Median Barrier Walls, Median Barrier Footings, Junction Boxes, concrete for Barrier walls, moment slabs, junction box collars, parapit walls. Mr. Melendez also monitored the rehabilitation of several bridges and roadways along the Megaprojects corridor, and kept detailed and accurate notes as to his daily findings and observations. Mr. Melendez reviewed many plans and specifications in regards to the Megaprojects, and insured that all DBE and SWAM contractors under his watch, performed their work as per the project plans and specifications, and observed and followed all safety provisions, and insured that all contractors on the Virginia Megaproject utilized all the proper PPE while on the project.

VIRGINIA DEPARTMENT OF TRANSPORTATION, Virginia Megaprojects – I-95 Hot Lanes (Stafford to Alexandria), Construction Management Representative:Technical Assistance Advisor to the Civil Rights Section, of the Virginia Department of Transportation. Mr. Melendez served as a Technical Assistance Advisor to over 60- DBE and SWAM certified companies that were awarded contracts to work on the Megaprojects. His responsibilities included the observance and quality assurance on behalf of VDOT's Civil Rights Section, that all DBE and SWAM certified companys on the Megaprojects, were doing and completing there work in compliance with the project requirements and specifications, and in compliance with the VDOT Safety Plan. Mr. Melendez ensured that all DBE and SWAM companies under his watch adhered to all project safety requirements, instructed on the proper use of all PPE, did follow up assurance inspections on the work of said companys, when an issue arose concerning a defiency and or noncompliance cited against said company. Mr. Melendez met twice a week with VDOT Officials and discussed all issues surrounding the Megaprojects, and participated in all dispute resolutions concerning the Megaprojects and those companys under his watch. Mr. Melendez submitted weekly reports regarding the state of the project and work that was completed for that week, as well as submitted monthly reports summarizing all work done for that month.

MD-187 & MD-355 ROADWAY IMPROVEMENT, Bethesda, Maryland, Senior Construction Inspector: Mr.Melendez served as the Quality Assurance Inspector for the Maryland State Highway Administration, on their Roadway Improvement Projects at MD Route 187 and MD Route 355. Mr. Melendez provided Asphalt Testing on these two projects and insured that all testing done was done as per the project requirements and specifications, and submitted daily reports to the MD SHA in regards to his testing and findings.

MID-COUNTY COMMUNITY RECREATION CENTER, Silver Springs, Maryland, Senior Construction Inspector: Mr. Melendez served as the onsite Quality Assurance Inspector for the Montgomery County Department of Public Works, on the construction of a multi-million dollar Recreational Center in Silver Springs, Maryland. Mr. Melendez duties included the testing and inspection of all concrete pours, retaining walls, soil compaction test, asphalt, footings, forms, rebar and installations of over 11- Geothermal Wells.
