Overview
With over eighteen years of professional experience in transportation design of roadways, I am an experienced civil design engineer. I have performed roadway design including vertical and horizontal alignments; prepared roadway construction plans, right of way plans, maintenance of traffic plans, cross sections, and typical sections; I have also prepared contract technical specifications, cost estimates, bidding documents and permitting documentation for various transportation projects.

Transportation:

Design Engineering Manual, DDOT
Project Engineer responsible of providing updates to specific sections of the revised version of the DDOT Design and Engineering Manual. Provided updates based on current AASHTO Standards and relevant manuals and standards currently in use. Provided updates to the following sections of the manual:
• Roadway,
• Barriers,
• Intersections ,
• Interchanges
• Sidewalks, Curb and Gutter, Medians, Driveways and Alleys

Anacostia Southeast/Southwest NEPA Study, Washington DC:
As Project Engineer, coordinated and supervised field data collection on 29 roads for development of existing typical sections, performed desk reviews of existing information from maps and alternate sources, developed engineering typical sections and provided an Existing Conditions Report for the roads within the study area.

Reconstruction of Potomac Avenue, Washington DC:
As Project Manager/Senior Engineer, provided overall engineering design and management for the reconstruction and drainage improvements for Potomac Avenue in northwest Washington DC. Responsible for drainage system design, geometric design, cost estimating, preparation of bid documents, technical specifications and participation in public meetings to provide responses to queries from the public.

Blair Road, Cedar And 4th Street, NW Signal and Traffic Intersection Improvements, Washington, DC: As Project Manager/Senior Engineer, provided overall engineering design and management for this intersection improvement project including alternative development, subconsultant coordination, public participation, cost estimate and specification review. Legion Design is providing engineering design for intersection improvements to address concerns in the Roadway Safety Audit (RSA) conducted by DDOT/TOA.

Alley Reconstruction, 31st and R Street, NW, Washington, DC: Senior Engineer for the reconstruction of the two-segment alley to improve existing roadway and drainage conditions to reduce stormwater runoff and improve alley drainage overall; develop and implement storm water management and/or low-impact best management practices including cost estimates and specifications and/or special provisions as required.

Rehabilitation of U Street, N.W., Between 9th Street and Florida Avenue, Washington, DC - Lead Project Engineer for the completion of the resurfacing of U Street between 9th Street to 14th Street (starting construction) and reconstruction of U Street between 14th Street to Florida Ave NW. As the project engineer of the design team, Ken is involved in the overall design completion of roadway construction plans, profiles and cross sections, pavement marking and signing plans, typical sections and geometric layout plans, and preliminary quantity/cost estimates.

GSA Replacement of Buried Steam and Condensate Main Lines Washington, DC - Design engineer working on potential maintenance of traffic strategies for both pedestrians and vehicles related to the upgrade and relocation of existing steam lines at various locations within the “federal” city. He is also working with engineering team regarding traffic detour and construction staging. Ken is also providing CADD for existing conditions and utility mosaic.

DC Streetcar Program Management, Washington, DC - Provided cost estimating support for proposed streetcar H Street/Benning Road line. The client is the District of Columbia Department of Transportation. Found quantity takeoffs for rail components and related street features & evaluated unit costs for several alternatives. Used historical data and RS Means to determine line item costs; estimated contingencies, contractor’s field office overhead and fees; evaluated project’s design criteria for relevance and accuracy.
