UNITED STATES ARMY | HHC 16TH ENGINEER BATTALION, 1/1 AD, FORT BLISS, TX 03/2014 - PRESENT
Operation Plan Officer
Currently serve as Operation Plan Officer for a 584 Soldier Brigade Battalion encompassing seven respective companies. Charged with planning for the brigade enablers of engineers, signal and military intelligence in support of the Brigade Combat team; prepare operation and concept plans, readiness training plans and ensure doctrinal coherency and inter-operability of operational and tactical plans.

Provided combat and ancillary support for field missions increasing mobility on the front lines and providing support during peacetime via civil-works projects.

Coordinated the preparation and transport of over 100 military vehicles and equipment from Fort Bliss, TX to the National Training Center at Fort Irwin, CA.

Document operational capabilities and identify and articulate requirements; analyze capability gaps and provide possible solutions to mitigate identified gaps.

Exhibited noteworthy mentorship for soldiers engaged in both of the brigade’s company live fire exercises and certification exercise, IRON FOCUS. Instrumental in planning training guide path that facilitated battalion preparedness for seven unique companies.

Developed and monitored execution of administrative and tactical plan orders for multiple training events to validate organizational readiness. Directly supervised a significant training operation conducted in the National Training Center at Fort Irwin, CA.

Engineer Construction Officer
Supported the 92nd Engineer Battalion deployed in support of Operation Enduring Freedom 13 consisting of six companies and approximately 110 military team members. Executed planning and project development and managed all battalion horizontal and vertical construction missions. Nurtured inter-agency collaboration efforts to synchronize operations and ensure battalion plan readiness.

Oversaw plan development, design analysis and performed in-progress project reviews for all construction operations and activities.
Developed tracking mechanisms to monitor the status of all current and projected battalion missions and directed execution of battalion projects.

Selected as Junior Lieutenant to fill a critical Captain’s position in the Battalion and ensure continuity of command chain of responsibility.

Directly supervised two subordinates, NCO and 2nd lieutenant, providing mentorship and oversight of daily operations. Simultaneously exercised daily supervision of four units and three platoons.

Upon redeployment, CPT Torres was appointed, as Fort Stewart Area Office Project Manager for USACE; his impact improved construction operations thus facilitating mission readiness for Fort Stewart.

Expertly orchestrated the execution of 13 construction project recons in two regional commands during a deployment in Afghanistan, the development of more than 12 scopes of work for construction and deconstruction missions and the full comprehensive debrief of battalion commander.

Collaborated with the Construction Division of the U.S. Army, Corps of Engineers Savannah District, as a Subject Matter Expert, for a span of three months, from February 2014 to April 2014, preparing Government Cost Estimates for the construction of an Addition/Alteration to WINN ARMY Community Hospital Phase II at Fort Stewart, Georgia.
